The Ronald Reagan Charter School Alliance is a non-profit public benefit corporation, formed and organized pursuant to the Nonprofit Public Benefit Corporation Law (part 2 )commencing with Section 5110) of Division 2 of Title 1) of the Corporations Code) (Ed. Code section 47604(a)).
The Ronald Reagan Charter School Alliance is the Governing Board to Sycamore Academy of Science and Cultural Arts which was originally authorized by Lake Elsinore Unified School District on June 25, 2009 and the Sycamore Academy of Science and Cultural Arts-Chino Valley which was originally authorized by the San Bernardino County Board of Education on December 3, 2018.
The Governing Board members of the Sycamore Academy of Science and Cultural Arts have extensive backgrounds in education and other facets of operating a charter school. They are a rich resource for the guidance of our school including background and experience in education management and instruction, business, marketing, grant writing, school development, accounting and school finance and nonprofit community development and compliance.

Roland Skumawitz / Board President
Mr. Skumawitz holds a master's degree in public administration from USC and a Bachelor of Science degree in social studies from Cal Poly Pomona. He has 35 years experience in education, with 19 years service as a superintendent of the Romoland School District. While superintendent Mr. Skumawitz worked closely with Eastern Municipal Water District on projects involving the school district. Besides having served the public through education, Mr. Skumawitz contributes to the local community by participating on the Murrieta Temecula Group, Central County United Way, United Communities Network, and Rancho California Water District board.
Dr. Ingrid Flores
Dr. Ingrid Flores is an assistant professor of science education in the School of Education of California State San Marcos. Since 2000, Dr. Flores has taught science methods and mathematics methods courses at CSUSM in the Multiple Subject Teacher Credential Program, of which she was coordinator from 2008-2013. In addition, she supervises pre-service teachers in clinical practice. Dr. Flores previously taught developmental mathematics at the University of Texas El Paso (UTEP). She has significant teaching experience in higher education and working in public school settings with diverse student populations. Her research interests include the integration of educational technology in science teaching and learning , and developing pre-service teachers' scientific competence for teaching through site-based professional development.
Elizabeth Halikis / Board Secretary and Treasurer
Mrs. Elizabeth Halikis has been in education for 18 years. During these years, she has worked with students from kindergarten through 7th grade. She received her Bachelors in Psychology from UC Santa Cruz. In 2000, she earned her Masters in Special Education from San Jose State University. With her special education training, she believes in finding what works for each student and helping her students build an "I believe in myself" attitude. Elizabeth has been a parent and supporter of Sycamore Academy since we opened our doors in 2009. She volunteers with the United State Adaptive Recreational Center in Big Bear taking her teaching skills out of the classroom and onto the ski slopes to help children and adults with disabilities take on new challenges and experience the joy of skiing.
With over 20 years of experience in theater, film, television, sporting and live events, Dan has worked with celebrities and visionaries from around the world, survived terrors to test one's sanity, and seen visions wonderful to behold. Of his career, Dan says "I have always loved learning. As a child, I didn't know what I wanted to be when I grew up... or rather, I wanted to be everything. A lawyer. A doctor. A scientist. An actor. A chef. An architect. Imagine a job where you could attend every profession's trade show, business meeting, product release, or strategy session. That's what I do... and it's as close as I could get to being everything." Dan is avid reader, an indefatigable explorer of food, music, film, and art, and thoroughly enjoys solving any technical problem that happens to come his way. Dan holds a degree in Communications from UCSD. He is currently the Head Video Engineer for Power Plus Productions in Vista, California.
A graduate of Cal Poly Pomona, Mr. Roberson has over 18 years experience in the banking industry with various roles in operations and relationship management. A trusted advisor to many small and middle market business clients with complex banking relationships throughout Southern California. An avid outdoorsman, Matt likes to spend family vacations traveling the United States visiting State Capitals and National Parks.
Mrs. Landeros is a life-long Southern Californian having spent her childhood in Monterey Park. She is a graduate of Mt. San Antonio College. Mrs. Landeros has worked for Mt. SAC for nearly twenty years, first for the Foundation and most recently in the Community Education Department as an Administrative Specialist. She is the mother of four children. Three of her children have graduated from high school and two currently attend Mt. San Antonio College. Her youngest will be joining the Sycamore-Chino Valley family in the fall of 2019.
